'I often find myself awkwardly standing on the periphery of conversation for an extended period.'

Dear Debbie,

I’ve attended several networking events where I see someone I know, or that I would like to introduce myself to, but they are engaged in a one-on-one conversation with someone else. When someone is part of a larger networking circle, I feel comfortable politely joining in. However, when they are speaking to just one person, I hesitate, feeling it would be rude to interrupt. As a result, I often find myself awkwardly standing on the periphery of their conversation for an extended period. Could you recommend the best way to professionally handle these situations?
