Hillsborough schools consider RFP mandate for property deals

New policy would require RFPs for district real estate deals

The Hillsborough County School Board will review a policy Tuesday that would require any use, lease, sale or other disposition of district-owned real estate to go through a public request-for-proposals process, adding new controls on how the district handles land and facilities.

The proposed policy would mandate that all such transactions be initiated through a competitive RFP process, include a formal recommendation from the superintendent and receive approval from a majority of the board at a public meeting. It would also prohibit land swaps involving district-owned property.

Current policy places responsibility for real estate transactions with the superintendent and does not require a competitive bidding process.

The changes would apply to district real estate and are aimed at ensuring transparency, fiscal responsibility and stewardship of public assets.

The agenda also includes revisions to policies covering student device use, board meeting procedures, exceptional student education and district wellness standards.

The workshop is a discussion session and does not include votes, but items reviewed typically return to the board for formal action.
