$12M road plan would support 3,658-home Crosswind Ranch

A $12 million road funding agreement tied to the 1,740-acre Crosswind Ranch development in Parrish is set for a vote Thursday, as Manatee County commissioners consider a plan requiring road improvements to support a 3,658-home residential project.

The proposed local development agreement would require Crosswind Ranch Development Corporation to design and build major road improvements and dedicate required right-of-way as the project moves forward. In return, the developer would receive credits against transportation impact fees.

Under the agreement, the developer would complete roadway and intersection improvements along State Road 62, Spencer Parrish Road and Ranch Oak Parkway. The work is estimated at about $9.86 million, along with roughly $2.14 million in right-of-way value.

The improvements would be phased with development and include turn lanes, roadway expansions and new connections tied to the project. Some work, including improvements at the Spencer Parrish Road and State Road 62 intersection and a segment of Spencer Parrish Road, has already been completed, while additional segments would be delivered as development advances.

The agreement uses Manatee County’s Alternative Transportation System, which allows the developer to offset infrastructure costs through transportation fee credits as construction proceeds.

The agreement is required because portions of the project are located east of the Future Development Area Boundary, where development must address the timing and delivery of major infrastructure.

Crosswind Ranch includes approvals for 2,048 homes in the Cone Ranch portion, 1,322 homes in the Assemblage area and 288 homes in Gagne, along with up to 6,550 square feet of commercial space. The project is located north of State Road 62 and east of U.S. 301.

The agreement also outlines requirements for water and wastewater extensions tied to the project’s full buildout.

If approved, the agreement would establish how road improvements are funded and delivered as the project moves forward through site planning and permitting.
