Master-planned community proposed for 1,219 acres of rural Pasco

Another stretch of rural Pasco County could soon become one of the county’s largest mixed-use developments, combining thousands of homes with a major employment center.

The proposed Mitchell U.S. 41 project would bring up to 2,100 homes, 880,000 square feet of light industrial space and 99,000 square feet of office development to 1,219 acres west of U.S. 41 and north of Goodman Drive.

The site is largely undeveloped today, and the proposal would extend Pasco’s growth westward along the U.S. 41 corridor.

Nearly 880,000 square feet is reserved for industrial uses that could accommodate manufacturing, distribution, logistics, research and development, or flex space, although no tenants have been announced.

Unlike many large residential projects, Mitchell U.S. 41 is designed to pair new housing with employment opportunities.

While master-planned communities such as Connected City and Angeline have driven growth in eastern Pasco, the Mitchell project would bring that same mixed-use strategy to the county’s northwestern corridor.

The proposal also includes the roads, utilities, stormwater systems and other infrastructure needed to support the development.

James & Dorothy Mitchell Investments LTD is seeking a Comprehensive Plan amendment that would redesignate the property as Planned Development, replacing a mix of residential, office, industrial and conservation future land use classifications with a single mixed-use designation tailored to the project.

The amendment would establish the planning framework for the development before it moves to the Pasco County Commission for final consideration.
