St. Petersburg’s $1 Billion Echelon City Center Hits Construction Milestone

Construction is complete on ClearView, a 363-unit apartment community at Echelon City Center in St. Petersburg, adding another residential component to the $1 billion mixed-use development.

Tampa-based Third Lake Partners announced Wednesday that it had finished the project, developed in partnership with St. Petersburg-based Echelon, after welcoming its first residents earlier this year. The community includes ground-floor retail space, one-, two- and three-bedroom apartments and three-bedroom townhomes with private garages.

Residents have walkable access to a Publix supermarket, restaurants, coffee shops and entertainment venues already operating at Echelon City Center, about 15 minutes from downtown St. Petersburg and 20 minutes from downtown Tampa. ClearView also features a resort-style pool, clubhouse, golf simulator, coworking spaces and indoor and outdoor fitness facilities.

The two developers are working together on two additional projects in downtown St. Petersburg, including the redevelopment of the former UPC office campus into a mixed-use community. Their other project, 3rd & 3rd, is a high-rise apartment development with ground-floor retail space expected to open in the first quarter of 2027.

KAST Construction served as general contractor for ClearView, with ARC3 Architecture handling the building design and Interior Design Group overseeing the interiors. ZRS Management manages the property.

Third Lake Partners, a Tampa-based investment advisory firm focused on real estate, private equity, private credit and venture capital, has invested in more than $7 billion in real estate projects across more than 20 U.S. markets.
