PIE Rental-Car Revenue to Rise 43.6% Under New Contracts

Rental-car concessions at St. Pete-Clearwater International Airport will generate 43.6% more estimated monthly revenue under new five-year agreements, bringing the airport $28.2 million.

The agreements with Enterprise, National, Alamo, Avis and Budget increase estimated monthly concession revenue from about $327,476 under the expiring contracts to $470,169.

The Pinellas County Commission is scheduled to consider the contracts Aug. 25, with the new agreements running from Oct. 1 through Sept. 30, 2031.

The increase comes from minimum annual guarantees submitted by the operators, which collectively account for the county’s $28.2 million revenue estimate.

Enterprise Leasing Company of Florida accounts for nearly $19.8 million through its Enterprise and National concession and a separate Alamo agreement, while Avis Budget Car Rental accounts for the remaining $8.43 million.

The airport can collect more than the $28.2 million estimate because each operator pays 10% of its gross revenue when that amount exceeds its minimum guarantee.

The agreements require separate payments for terminal counter space and rental-car parking, adding another source of airport revenue beyond the concession fees.

PIE’s fiscal 2027 proposed budget includes about $4.4 million in rental-car commission revenue, with the county budgeting 95% of projected commission revenue as required by state law. The airport’s five-year financial forecast also incorporates rental-car commission revenue.
