Darryl Shaw files rezoning for 25-acre East Ybor site

A rezoning filing advances plans for a hospital anchored mixed-use district in East Ybor City.

Casa Ybor has filed a rezoning request with the City of Tampa to advance a master-planned redevelopment across roughly 25 acres in East Ybor City, marking a key milestone in a long-term effort to reposition the area around health care, housing and mixed-use development.

The request seeks to change the site’s zoning from primarily industrial to a designation that allows residential and commercial uses.

The parcels sit between Adamo Drive and Sixth Avenue and between the Selmon Expressway connector and North 26th Street.

If approved, the rezoning would clear the path for a new mixed-use district anchored by a planned Tampa General Hospital campus alongside medical offices, residential units, retail and hospitality uses.

“This is another meaningful step forward in bringing our long-term vision for Ybor City to life,” said Darryl Shaw, chief executive officer of Casa Ybor. “We are continuing to build momentum behind a plan that honors Ybor’s history while creating new opportunities through jobs, housing and access to world-class health care.”

Health care anchor shapes development plan

The rezoning follows an October 2025 announcement by Shaw and Tampa General Hospital outlining plans for a new hospital campus in East Ybor City.

The proposal includes clinical offices that offer primary and urgent care services, supported by a complementary mixed-use development.

John Couris, president and CEO of Tampa General Hospital, said the location allows the academic health system to expand access to care alongside Tampa’s growing workforce.

“Expanding into East Ybor City allows us to bring high-quality academic health care closer to the communities and workforce, helping drive Tampa’s growth,” Couris said. “As this area continues to evolve, we see an opportunity to deliver integrated care that supports families, advances research and helps strengthen Tampa’s position as a leading medical and innovation hub.”

The district would sit within the Tampa Medical and Research District, a growing health care and life sciences ecosystem anchored by Tampa General and USF Health.

The area is positioned to attract companies across health care, life sciences, artificial intelligence and related technology fields.

Connectivity and neighborhood integration

Plans for the East Ybor site include recreating portions of the historic street grid to improve connectivity between East Ybor and the neighborhood’s historic core.

The concept also introduces pocket-scale parks and open spaces designed to support walkability and daily use.

The development aims to strengthen links to surrounding neighborhoods, transit corridors and major employment centers while maintaining compatibility with Ybor City’s established character.

The rezoning request aligns with Shaw’s broader redevelopment strategy in Ybor City, including the Gas Worx district, which is reconnecting Historic Ybor City with downtown Tampa, the Channel District and Water Street through new office space, housing, infrastructure and multi-use trails.

What comes next

City review of the rezoning application will determine allowable uses and development intensity across the site.

Casa Ybor said additional details on timing and future project phases will be announced as planning and approvals advance.

If approved, the rezoning would establish the framework for one of the largest redevelopment efforts underway in East Ybor City, tying long-term economic development to health care expansion, mixed-use growth and neighborhood connectivity.
