South Tampa industrial site to become affordable housing

A 93-unit affordable apartment building could rise on nearly two acres at the northeast corner of S Lois and W Pearl avenues, replacing a vacant industrial property, city planning documents show.

The development, called Lois Lofts, would add workforce housing to Tampa’s urban core, where demand for rental units has grown alongside population and economic expansion.

The three-story building would be developed under Florida’s Live Local Act, which allows increased density and height in exchange for workforce or affordable units. The project would include 75 on-site parking spaces including ADA-accessible stalls and 10 bicycle parking spaces.

Plans submitted to the City of Tampa cover utility connections, an underground stormwater system, site grading, sidewalks, landscaping and ADA-compliant access, with a private lift station to serve the building. Contractors will coordinate with city water and wastewater inspectors as well as utility providers before construction begins.

The property sits within a Commercial Intensive zoning district, giving flexibility for residential or commercial uses. Hillsborough County records show the parcel last sold in 1992 for $1.7 million.

City planners are reviewing the preliminary plan and utility applications. Construction timelines will be set once approvals are complete.

Lois Lofts is part of a wave of urban residential developments combining density, transit access, workforce proximity and modern infrastructure on previously underused industrial and commercial sites.
