A Winter Haven developer wants to build a small mixed-use project in Florence Villa that would add retail space, a bakery and an apartment near First Street North and Palmetto Avenue NE.
City commissioners are scheduled to consider a developer’s agreement Monday for Dewdney Plaza 2, a project proposed by Terry Dewdney.
Plans call for a two-story building with 1,200 square feet of retail space on the ground floor and a 1,200-square-foot apartment above. A separate 672-square-foot building is intended for Cheryl’s Cakes.
The project also includes parking, stormwater improvements and landscaping. City documents estimate the total investment at $750,000.

The agreement would provide up to $10,000 in tax-increment financing rebates tied to the apartment and reimburse up to $38,465 in water and sewer connection fees.
The Florence Villa CRA Advisory Committee recommended the incentive package in March, and the CRA Board approved the agreement in April.
City officials say the project supports efforts to attract businesses and add middle-income housing along the First Street corridor. The development is expected to more than double the property’s taxable value.
