Plans filed for two-story medical building in South Tampa

Plans show a two-story medical surgery center proposed along Henderson Boulevard in South Tampa.

Plans have been filed for a two-story medical building at 4040 Henderson Blvd. in South Tampa, according to City of Tampa records.

City filings list the project as a medical surgery center tied to Watt Plastic Surgery & Med Spa.

Property ownership and sale history

Hillsborough County Property Appraiser records show the 35,000-square-foot commercial parcel is owned by Tack Holdings LLC.

The property sold in July 2025 for $4.2 million, based on a qualified warranty deed. At the time of sale, the site was recorded as vacant.

The parcel was previously sold in December 2020 for $1.55 million, when it was listed as improved.

As of Jan. 12, 2026, the property is valued at $1.925 million, according to county records.

What the plans show

Documents submitted to the city describe a two-story medical building classified as new commercial construction.

Plans indicate:

  • A building footprint of just over 5,000 square feet
  • About 10,000 square feet of total building area across two floors
  • On-site parking, utilities, drainage and landscaping
  • A proposed use listed as a medical surgery center and professional medical services

Review status

The project is under city review and marked as awaiting applicant response, meaning staff comments have been issued and revisions are needed before approvals can advance.

Dr. Tony Watt told TBBW the site permit is expected to be completed within about a week, with design coordination still underway.

Multiple plan sets have been submitted, including civil engineering, stormwater management, grading and landscaping.

The documents include professional certifications consistent with Florida requirements for digitally signed plans.

Existing site conditions

County records show the site previously contained a single-story masonry structure that was demolished in December 2021 under a city-issued permit.

Current plans reflect the parcel in its cleared condition.

About Watt Plastic Surgery & Med Spa

Watt Plastic Surgery & Med Spa operates a medical practice in Tampa led by Dr. Tony Watt and his wife Aja.

The practice offers plastic surgery, med spa services and robotic hair transplants using the ARTAS iXi system.

Watt also says it operates an accredited in-office surgical suite and emphasizes patient privacy, continuity of care and on-site surgical services.
