Live Local development proposed in Manatee County with 90 apartments

One of Manatee County’s first proposed Live Local developments would bring 90 workforce housing apartments to a site near the Braden River.

Palm One Development has submitted plans for Palm One Apartments, a pair of three-story buildings on a 9.09-acre site at 5607 13th St. E. The proposal includes a swimming pool, bicycle parking, surface parking and internal roadways.

The project would move forward under Florida’s Live Local Act, the 2023 law that gives qualifying affordable housing developments greater zoning flexibility. Earlier this month, Manatee County published local guidelines for administering the law, including a requirement that affordable units remain income-restricted for at least 30 years through a recorded land-use restriction agreement.

How this project would meet those requirements isn’t yet clear. The application doesn’t say how many apartments would be income-restricted or what income levels they would serve, saying only that the project will comply with Live Local requirements.

The site is also constrained by wetlands. Nearly half of the 9.09-acre property consists of wetlands or surface waters, leaving about 4.68 acres available for development. Plans cluster the buildings on the uplands to minimize wetland impacts while preserving much of the environmentally sensitive land surrounding the Braden River and Braden Bayou.

County planners will now begin reviewing the application.
