Railroad Square could become a permanent walkable entertainment district under proposed changes that would permanently close part of Nebraska Avenue to vehicles, expand outdoor drinking hours and formalize a larger pedestrian zone in downtown New Port Richey.
The proposal follows recent street redesigns that narrowed vehicle access and increased foot traffic along Nebraska Avenue between Adams Street and Grand Boulevard, which city officials now describe as a “pedestrian entertainment area.” Under the ordinance, only police, fire and emergency vehicles would be permitted inside the corridor.
Outdoor drinking hours throughout Railroad Square would expand from 4 p.m. Fridays through 2 p.m. Sundays, with extensions through holiday Mondays. People would also be allowed to carry alcoholic drinks throughout the district during designated wet-zone hours.

The proposal would expand the Railroad Square district to include Cavalaire Square, parking areas, driveways and surrounding access areas between Missouri Avenue and Nebraska Avenue, extending the district beyond the current Nebraska Avenue closure.
Police officers would gain authority to issue trespass warnings within the district for illegal or disruptive behavior, refusal to comply with lawful orders or violations of district rules.
A companion ordinance would prohibit scooters, e-bikes and similar devices inside Railroad Square and restrict similar devices in parks and other crowded pedestrian areas.
The Railroad Square changes arrive as New Port Richey advances nearby apartment and entertainment-related development projects that would bring more residents and activity downtown.
New Port Richey City Council is scheduled to hear the ordinances on May 20.
