A 52-acre tract near the Green Swamp could open to residential and business development under a Polk City annexation and rezoning proposal as growth continues spreading through northern Polk County.
The proposal would bring approximately 52.42 acres near 5234 Duey Road into Polk City limits while changing the property’s future land use designation to Residential Low-X and City Lake and rezoning the site to a planned development district that permits residential and business-impact uses.
The planned development district would permit business-impact uses alongside residential development as housing demand and new development continue moving farther into historically rural parts of Polk County.

The annexation proposal also comes as Polk City officials discuss expanding wastewater treatment capacity, pursuing state infrastructure financing and identifying long-term revenue sources beyond impact fees.
The site sits near the Green Swamp Area of Critical State Concern, one of Central Florida’s primary water recharge regions, where future development could draw scrutiny over wetlands, stormwater management and long-term infrastructure demands.
