Clearwater City Council will consider a mix of redevelopment policy changes and infrastructure spending at its March 30 meeting, including a proposal to increase development capacity in North Greenwood.
The agenda spans land use changes, airport expansion, utility planning and coastal resilience projects, bringing together decisions that affect how the city grows and invests.
North Greenwood redevelopment
Among the key items is a proposal to establish a Planned Redevelopment District overlay across much of the North Greenwood Community Redevelopment Area. The measure would allow denser housing and mixed-use development while updating zoning rules that have historically limited reinvestment.
The overlay, part of amendments to the city’s comprehensive plan, would increase the amount that can be built on a site and create a more consistent approval process, particularly for smaller multifamily and neighborhood commercial projects.

Airport investment
Among the largest items is a $13.7 million construction contract for a new terminal at Clearwater Executive Airport, paired with a $2.4 million state grant. The project would expand capacity at the airport and support business and private aviation activity.

Utilities and infrastructure
The council will review a $9 million professional services agreement for water, reclaimed water and well system planning over the next five years. Additional items include upgrades to water reclamation facilities and emergency repairs to a water main, as well as continued investment in core infrastructure.
Coastal resilience
The city is set to accept a $3 million state grant to design and construct four living seawalls, part of an effort to stabilize shorelines and address rising water levels.
Related work includes engineering and design for repairs and hardening at Pier 60, as well as FEMA-funded slope stabilization projects.
Recreation
The council will consider a $1.6 million contract to repair the berm wall at BayCare Ballpark, along with early-phase work on renovations at the Eddie C. Moore Complex.
The council is also scheduled to review the first-quarter update to the city’s fiscal year 2025-26 budget, including adjustments to both operating and capital spending.

No final decisions have been made on several of the agenda items, which are set for initial consideration. Additional approvals and follow-up actions would be required for projects that move forward.
