The Tampa Bay Rays have filed an environmental resource permit application for early-stage site work at Hillsborough Community College’s Dale Mabry campus near Raymond James Stadium.
The application, received April 8, details a 32.28-acre project at 4002 N Dale Mabry Highway that includes temporary classroom trailers, demolition of an existing tennis complex and grading to support interim parking as part of a planned campus relocation.
The work modifies an existing stormwater permit and is part of a two-phase plan to reconfigure the site.
The Rays, listed as permittee, have entered pre-construction planning on land owned by Hillsborough Community College.
State records show the land was conveyed to HCC beginning in 1975 for community college purposes, with additional transfers in 2003 covering portions of the campus.
As previously reported by Tampa Bay Business and Wealth, the Dale Mabry campus has emerged as the Rays’ preferred site for a proposed ballpark and mixed-use district, now in technical review, with county officials evaluating a project that could exceed $2 billion and require a public-private financing structure. No public funding has been approved.
Construction plans prepared by Kimley-Horn detail demolition, grading, utilities and phased site preparation across the campus.
The permit does not authorize vertical construction but advances site work tied to relocating existing campus functions, with additional approvals required before further activity.
The Rays’ lease at Tropicana Field runs through 2027, creating a timeline for decisions on a new stadium site.
