Development-related revenues are running well ahead of projections in Pinellas Park as city officials consider a budget amendment that would increase fiscal 2026 spending authority by $21.3 million.
Building permit revenue is exceeding budget estimates by more than $670,000, while plan review revenue is up more than $326,000. Water connection fees have generated an additional $420,000 and sewer service revenue has increased by roughly $300,000, suggesting construction activity and utility demand remain stronger than anticipated when the city adopted its budget.
The amendment would increase the city’s fiscal 2026 budget to approximately $311.6 million and direct additional funding toward recreation, redevelopment and infrastructure projects already underway across the city.
One of the largest commitments involves the Sprowls Horizon Sports Complex, which would receive $3 million in carried-forward project funding along with another $2.27 million for operations as the facility moves into full-time use.

Budget documents project more than $1.5 million in annual revenue from tournaments, facility rentals, programming, food and beverage sales and merchandise, reflecting the city’s expectation that the complex will operate as a year-round destination capable of attracting visitors and generating recurring revenue.
The amendment also includes $4.65 million for ongoing renovations at Park Station, a city-owned redevelopment project, while advancing several infrastructure initiatives.
Funding includes $900,000 for 76th Street improvements, $700,000 for the 92nd Avenue force main project, $600,000 for rehabilitation of a 30-inch sewer line and $300,000 for water tower demolition. Additional funding is earmarked for lift station improvements and other wastewater infrastructure upgrades.
Another allocation sets aside $975,000 for a CRA property acquisition. Budget documents identify the funding but do not specify the property involved, leaving unanswered questions about the city’s redevelopment plans within the district.
