Winter Haven is considering a 292-space downtown parking garage through a public-private partnership as city officials prepare for additional commercial and residential growth in the downtown core.
Under an agreement scheduled for consideration May 26, Six/Ten LLC would design and build the Magnolia Parking Garage before transferring the completed structure to the city for a guaranteed maximum price of $10.2 million. The project originated after Six/Ten submitted an unsolicited proposal in November 2025 under Florida’s public-private partnership statute.
The city later commissioned an independent review from Walker Consultants, which concluded the proposal satisfied statutory requirements related to cost-effectiveness and public benefit.
Winter Haven’s 2022 Downtown Strategic and Mobility Master Plan identified structured parking as important to supporting future redevelopment and increased activity downtown.
Planning documents describe the garage as a precast concrete structure with drainage, lighting, circulation and pedestrian-access improvements tied to the facility.
The agreement would place much of the project’s design and construction responsibility with the private sector while allowing the city to acquire the completed garage at a capped price.
City records also indicate the site may require additional environmental review as the project advances. Consulting firm Kimley-Horn is expected to oversee the environmental analysis and provide recommendations regarding the property.
